cant get blitz bov to make pppsssssttt sound loud

i have a 930 turbo that has been built, all i hear when i spool is a loud engine growl and a wind or sucking noise, when i let off the gas i get a faint whoosh, i have tried to tighten loosen the pistion sprin adj on the bov.... to no  avail, is my wastegate to big? how do i turn up the boost if my boost controler isnt working properly...i want more hp but i want you to hear the ppppssstttt! its a 3.3l and i think i run 15 psi/ with a t77 size turbo. it spools at 3.5k.  twin inter and oil coolers, 4 spd manual.
